It's good economic money-making, really. Direct the population to where you're likely to make the most money with the least amount of effort and expendature of time, money, and resources.
I mean, hell, look at the profit Exxon/Mobile made last year...and yet our gas prices were awful...and are going to get worse this year. That's a visible example of how this works. Supply and demand at its most potent and least advantageous for the consumer.
