To quote an earlier answer, hello there, can of worms.
My personal ymmv is thus: it's a basic human drive. Does this mean everyone who wants to should? No, because not everyone has the ability to do it well. Should it be legislated? Look at the so-called 'value' of children of unwanted gender in countries that do so and you tell me.
Ultimately, the question should be whether or not we should invest in the education and support of all people in regards to why moderation, and even in some cases, abstinence, should be the preferred 'norm', rather than argue over 'rights'.
