If it were an innocent 'witnessing', the guy is putting himself into way too much danger; anyone he does that to can potentially be a nasty person himself.
And of course, on the other side of it: Nice clothes, nice car, big neighborly smile, and he didn't buy any gas. Just drove up, got out, talked to me, got back in the SUV and left.
